Since 1989, when the telecommunications sector in Colombia was opened to competition, Juan Carlos has provided legal advice to several public and private entities in the sector. His participation in multiple processes, such as the first cellular mobile telephony tender in Colombia, the concession of private television channels and value added and telematic services, allowed him to accompany the regulatory and market evolution that today places the telecommunications industry as one of the most dynamic in the Colombian economy.

In his professional practice, Juan Carlos has advised private television channels, subscription television operators and operators of value added and telematic services, and fixed and mobile telephony service providers on regulatory, contractual, commercial and litigation matters.

He has also advised financial institutions on telecommunications matters. He has also advised government entities on regulatory issues related to Information and Communications Technologies (ICTs) and postal services.

His field of action also includes litigation in civil and contentious-administrative jurisdiction and in the Arbitration and Conciliation Centre of the Bogotá Chamber of Commerce.

Apart from his professional activity, he has taught at the Pontificia Universidad Javeriana, the Universidad Externado de Colombia and the Colegio de Estudios Superiores de Administración (CESA).

For more than 10 years he has been a weekly columnist for the newspaper El Espectador on legal and telecommunications issues.
