He is an expert in strategic, regulatory, market, technical and financial issues in the Telecommunications, Media, Information Technology, Postal and Infrastructure sectors. He has almost 30 years of experience advising public and private entities.

He has also worked as a commissioner and executive director of the Telecommunications Regulatory Commission (now CRC); in the development of information systems and in the management of technical areas, marketing and business development of national and multinational companies in the sector for Colombia, LATAM and the Caribbean, in addition to his academic activity in renowned universities.

He has studied management, economics, leadership, telecommunications and information technologies, negotiation, mediation, media and press management, and pedagogical tools in Colombia, Argentina, Canada, Brazil, USA and Mexico.

He also holds an MPhill degree in Research at the Maastricht School of Management as part of the development of the PhD programmer in Management at the same University and at the Catholic University of Peru.
